Anyone trade into RCI in Cabo San Lucas?

We leave in a few weeks for Cabo and was reading the fine print on our confirmation letter. The letter from RCI states, "All members staying at a resort in the State of Baja California will have to pay an additional 2% State/Lodging tax."

I am confused because I have no clue what they will assess the 2% on. Anyone out there do a trade like this? What cost am I looking at????
