Paypal charges a fee to the fund recipient much in the same manner that a credit card charges a recipient. You would have to ask the broker and title company if they would accept this form of payment. I'm skeptical, but you only find out for sure by asking.

The fee is NOT insignificant either ... Around 2.5%

That is how your bank can pay you those reward points. There is no free lunch. Your merchant will ask this fee back from you or simply refuse you.
