We did this in 2000 for my DD, then 7 yr old.
~ First
make list of all countries represented in WSC.

Google "country flag" : there was an internet site with small graphic of each country flag (like 2x3 inch). Try flags.net
Copy & paste to one page & print on cardstock for neater gluing.
~Then
google "passport image" and get a graphic of an offical looking passport with place for name, photo etc. (many education or scout sites)
Print cover on cardstock, folding to official size (think it was like 4x6)
Think official cover is black but my DD requested blue.
Then seperately print identity page on reg paper filling in info and glue appropriate size school photo.

Go to babblefish.com where you can translate words in different languages.
Print "hello" in each language, perhaps in different fonts, on one page.

Then just cut to size enough blank pages to fit in passport: one for each country and if you want, leave room to later add photo? Staple blank pages (at fold) to cover.
We put the cut out flag & "hello" at top of each page, leaving room for the stamp they use at each Epcot country.
It was a bit of work to save like $10 off the WDW version but DD & I enjoyed doing it together since she was already adept at web search, copy & paste on computer @ 7 yrs old!
Plus many notcied her handiwork and she reaped the ego-boost.
