Any speak /read fluent German?

Does anyone speak fluent German or live in Germany? I need to help a friend seach out some personal info (birth records) on the internet. Neither of us speak or read German. Can anyone help? If so, please PM or email me and I'll let you know what I have and what I'm looking for, what I have to go on, and why.
