Another silly App question

On the Disney App when it says "Standby Line Currently Unavailable" is that Disney speak for ride currently closed. I see that even if thats the case you can still book LL's for these rides so I guess they are assuming the ride will be up and running again by the time they are advertising or later.

Usually if the ride is down, it will have a star instead of a time on the map part of the app. Then when you click it, it will look like this:

Yes. Sometimes it will also say LL not currently available, which I take to mean “we aren’t sure how fast we will be able to get it running.”
