Just want to clarify, but can we now get a Universal Annual Pass here in the UK? I've looked up the power pass and it looks to me like we can.

You have always been able to buy Universal AP here in the UK,like Damo said no restrictions, although the power pass does not give you any discounts for hotels etc, if this was why you are buying one
