Annual Pass & MDE prior to activation question

sorry - I should know this but my mom got a week day pass and won't activate it until MArch- can I set up her MDE account and link her account from her pass? without activating the pass?

The AP won't activate on -line.
APs cannot be activated except in-person at WDW.

The other issue is that you CAN pre-book FP+ (on the usual date)
with an, as yet, un-activated AP put into an MDX account.
 
Link the AP to your MDE account, Make FPs and activate the pass when you get to your first park or to DS. We went to Guest relations at Epcot and waited online a CM told us we could have activated it at any window at Epcot and not have waited online (January 2018) so check for the shortest line.

So when I gi in 2 weeks, my flight arrives at 3;)) and I figure to be at BLT by 4:30. I have FP set for 5:00, 6:00, 7:10 so where should I activate my pass? MY DH will want to ride the monorail over to MK.

Walk over to the MK. There is a Guest Relations window on the right as you get to the plaza area.

If by "any window" you mean any window marked "Tickets" or "Guest Relations" or "Will Call,"
that is correct and how it has always been.

I can not answer about will call. The CM said any window for tickets at EPCOT. Check the Guest Relations Line and always go there first. But Please ask we waited a while because as the CM explained people who go to Guest Relations have a lot of problems that sometimes take a while to be corrected. He said we could have gone to a ticket window. We didn't know how long those lines were either. It really is just hit or miss. Ours was 10:30am on a Monday in January. Activating an AP was not a long procedure just waiting online was.
