We are heading to DLP in a couple of weeks and my father-in-law will require a wheelchair. I'm planning on buying a Dream annual pass. Since I have read that one purchases the voucher at the front but then has to go to the Bureau Passeport Annual (which seems to be elsewhere) to have it converted, will I have to run to the back and get my "real" annual pass and then run back up front in order to be able to get my free wheelchair rental, or will they let me use the voucher?

I think you possibly will have to change it into a full pass as it isn't linked to anyone, it's just a tempoary pass with no name etc, as only has a temporay number and that will change when you make it into a permanent pass. Therefor, the details will not match when you return it.
A temporary pass is basically a €210 day ticket until changed up - if you loose it there is nothing to stop someone else changing it up :-/
So I think yes, you have to get your pass converted before the hire can take place.
Also, it's free hire, but you need to put down a €150 deposit, regardless of whether you take it out of the park. You can put cash down, but I advise a card as they'll just take a print of it "incase" they need it :-)
