Disney's official answer is no. The perks associated with using the pass itself (shopping discounts, dining discounts, free parking, etc) extend only to active AP/PAP's. Just as you can't go into World of Disney and show the your voucher and get your 10% discount, you can't park for free with it.
But having said that, most parking CM's don't even look at what you show them and will waive you right through. In the event you get one that does things by the book, pay the $7 parking fee and bring the receipt to Guest Relations when you exchange your voucher. They will refund your $7 there.
Can I use a child's annual pass (or voucher) to get the free parking?
Yes you can use a child's pass (see above answer re: voucher). Free parking is a perk for all AP holders.
