I have an annual pass. Can I book a room and add the dining plan without buying an extra ticket? And can I book two rooms ??

Yes and yes. You want to book a ticketless room/dining package for annual passholders.

If you are after the FREE dining, everyone has to buy at least 2 day park tickets to get that.

I am not looking for free dining. Does everyone listed in the room have to have an annual pass or is it just enough for me to have one?? And can I book two rooms if I am the only one with an annual pass or do I need to buy another one for one of my kids?

You need one adult AP. I believe one adult with an AP can book up to three rooms. You cannot book AP packages or room discounts based on a child's AP. It must be an adult's. The adult must be the lead name on the room(s), so they can't be under 18.
