First, someone in the transaction is mistaken. There is no November use year and thus whatever you are buying will not have your points coming November 1 every year. If you are buying through Disney, I believe it is now selling the October use year.
Your use year month determines when you get your annual allocation of points, the frst day of that month each year. It does not impact when you can go (any time of year) or when you can call to reserve (always 11 months in advance at home resort and 7 at others).
The only issue with use year has to do with the interplay between banking deadlines and the possiblity that you might have to cancel a trip. If you have a set time every year that you usually go, many recommend that you get a use year that begins shortly before that usual time of year that you go (actually any that begins 1 to 7 months before). That way if something comes up and you have to cancel, you will still be able to bank your points into the next use year -- banking deadline is the end of the eighth month of your use year, e.g., for an Oct use year, you have until May 31 to bank all points, thus an Oct use year is fine if usual time of going any time from Oct through June, but not so good if usual time going is July through Sep.
