I currently have a 1 bedroom studio "standard" view reserved for Nov 29th. I would like to either get a studio "savannah" view or a 1 bedroom savannah view. Going thru DVC it looks like every room is booked. But when I go to disneyworkld.disney.go.com, it allows me to select the room I want, up to the point I pay for it.

So my question is, is there a set amount of rooms that dvc has in its inventory (lets say 40% of the rooms at Kidani)?

When all the points are sold, DVC members have 98% of the points/resort and Disney keeps 2%. Now when someone trades out there points to use in the other collections, Disney gets to rent out the room that the points would have be used to book a room by members thus increasing what Disney controls on the main website for reservations. Also the can get more points through default on loans and exercising their ROFR on points being sold.

There is a note on the member website saying if you are within 10 days of check-in to call member services to check availability. Sometimes they can call the resort to see what they can do.

Disney gets points for various reasons like you say, but how is it determined what room class they will use those points on? In my opinion the rooms should be available for either a cash renter or a DVC member, whoever reserves first, but it doesn't seem to work that way.

Then how will DVC pay for the trade out if it gets booked for points? If a member books a cruise, they have to reimburse the cruise line for their room.

DVC itself owns some of the points, they should just give them away?

I didn't say anything about Disney giving them away. I think Disney should be able to rent the rooms they have points for and get cash. I'm really wondering a couple of things. How does Disney determine which rooms/weeks they will take and are the points that Disney now owns subject to the same expiration and usage rules? If the room doesn't rent and Disney doesn't release the room before 31 days of check in are the points now in holding? Is there an automated process by which Disney reserves the rooms most likely to rent for potential cash renters? Is this process subject to the 11/7 rule and is it implemented such that members have an equal opportunity at the room? I seriously doubt that Disney plays by member rules but maybe they do. My guess is that they have a lot more leeway and they walk the line of maximizing their cash revenue and member satisfaction.
