Amusing language in the pre-cruise mailing

Has anyone else found the following phrasing odd and amusing? We got our luggage tags yesterday, and this is from the insert that came with the tags.

"All Guests must arrive at their scheduled Port Arrival Time and no later than one hour before 5:45PM."

Why don't they just say "no later than 4:45PM"?

Its a template letter where 5:45pm is actually a blank field more than likely. The person writing the template has no idea what time is the "push off time" (or whatever that time coincides with).

That is why in various communications you will see something weird like that.
