I've heard that trip insurance for an owner is limited to only the amount of maintenance cost per point, $5-$7, perhaps. Can a point renter buy insurance for a trip based on the full value of what they paid the owner? Do you agree that it makes more sense to buy insurance for a DVC rental that for a normal Disney resort booking, since the cancellation is more difficult?

As far as I know, that is correct. They are completely different insurers and policies, and I am assuming you are paying more to insure the entire trip. You can find some insurance plans that will cover your whole trip, flight included, but they cost a lot more to acquire.
If as a renter you are feeling at all nervous about having to cancel, then it is probably worth it to get the insurance to cover associated costs.

I imagine the risk of fraud is much higher, so I’d expect any policy that covers a DVC rental to be either more expensive or have more restrictions.
