My trip is 5 weeks away. Am I too late to call and arrange Magical Express, with yellow tags? Is there a deadline for making the arrangements? Thanks!

No you are not too late! The cutoff time is only a couple of days before your trip.

I've called within 5 days and received them.
Even if you don't receive them, when checking in at the DME check in, they will get your baggage information there and can still get your baggage.
