removing wallpaper can be tough business. The modern preglued soak and stick kind comes off pretty easily with any of the above mentioned methods...steam, fabric softner, dif.....
Now old, wall paper pasted paper on plaster walls is an entirely different story. For that you are going to have to scrap in little bits. If it is on drywall and they failed to use any kind of sizing you may also be in trouble because the wall paper is stuck to the drywall paper.
I agree that hiring someone is usually the sanest option.
