Access to the Beach House is available to registered guests and has nothing to do with DVC ID. If you go to the resort itself (about a mile from the Beach House), they may be willing to allow a visit but there is no check-in area at the Beach House to ask a CM. Access is by room key.

Anything on the Signals menu is available from walk-up window for those without access to the Beach House itself.

I would think a cast member at HH would be willing to show you the Beach House if you asked. We visited VB in Jan of 2019 to check it out before we stayed there in Feb 2020. We wanted to see if it was a place we wanted to stay, they were very accommodating and even showed us a 1 bedroom unit. Good luck,

Yes, just to add, the window is over to the left as you face the Beach House from the parking lot. Just go up the flight of stairs to the window. There are also water fountains and rest rooms you can access. Frequently we ride our bikes over and, rather than go in, we'll just grab something at the window.
