They generally announce it, but you'll know because the ropes will be down allowing access to the staterooms when they are open.

Just got back the second of this month and we were able to just walk by our room and see that our KTTW cards were there and we grabbed them and entered our room. If there was a formal announcement, we missed it.

When we were on the Dream in January there was an announcement at port that rooms would be ready at two so we just went there at two.
