I just found a Martha Stuart album that looks like my mom, so now I want to start scrapbooking some of her pictures.Would you or should I stick to that style of papers, that look like my mom? Kind of victorian/country style.
 
How about going with some colors your mom likes. There are lots of different shades of the same color out there.
Maybe add a floral in same tone once in a while.

Sure wish my daughter would do one for me. She hates crafts.

I usually let my pictures dictate the papers I use...keeping each 2 page spread cohesive with each other. But there's not a right or wrong way to scrapbook...everyone has their own style...and I am sure your mom will love whatever you do!
 
If you pick papers which reflect your mom's taste, they'll likely work well with most of the pics as they'll tone with her clothes/decor. If you worry a paper will be too busy but she'd love it then use it anyway but as a small piece, and maybe double-mat the pics in toning colours to give some space.

That's what I'd do - IF I could get my mum to sort through all her pics and give me some to scrap:headache: I've said to her I need to know who people are in photos, but I think its part of the "I'm not old enough to worry about dying" thing.:rolleyes1 I just know I'm going to end up with boxes of B&W photos of people I don't recognise:headache:

I did give her a CM pencil so she can write on the back - just hope she's done so
