After reading this from the Disney DVC site I am a bit unclear about "each area has its own character"...does that mean that each area has it's own theme or each area has it's own Disney character like Mickey, Goofy etc.? I can't imagine they would have actual characters out there in the water play area!

I took it to mean that each play area had its own atmosphere.

Generally in Disney "speak" if the C is capitalized as in Character, it's the Disney Characters (Mickey, Minnie, Buzz etc...) Now capitialization would mean theming/atmosphere.
