We have a reservation at 8:40 one morning. Would we be able to get seated earlier if we showed up around 8:15-8:20?

Show up at the gate around 7:30 and check in there. You will be admitted with the rest of PPO guests. Once you check in at the restaurant you are seated in the order of check in, so plan to arrive early and enter as if you had an 8:05 ADR

If we have an Akershus PPO Breakfast at 8:15am, but World Showcase is listed as not opening until 11am, where do we go after breakfast (assuming we're done before 11am) if we want to go straight to Frozen Ever After right after eating (to try to avoid a long standby line at the attraction)?

Just walk right next door and get in line--Frozen should open at 9 a.m. with the rest of the park. Hopefully your PPO ADR stays a PPO ADR. Good luck!
