As long as it falls within the measurements for a carry on so it fits under the seat in front of you or in the overhead you can carry it on.

Does he understand that he'll have to schlep it around? Rolling bags are so much easier to deal with.

We usually have one rolling carry on and one duffel. And then the duffel gets set on top of the roller when rolling through the airport, etc. Duffel holds more/compacts easier.
