Yes. If you book with a TA, the TA often absorbs the fee and if you book with airmiles/aeroplan they let you pick seats. This is why I think there was very few seats left.

We booked with Airmiles in the past where they charged us if we wanted to pick our seats in advance. It all depends on the airline, nothing to do with Airmiles.
