Age requirement for motorized scooters?

We are headed to Disneyland at the end of the month to start off a three week vacation in CA. It looks like my 12 son may need a cast for a possible fracture in his knee (waiting on MRI) Is he too young to use a motorized scooter? He is depressed at the thought of not being able to do anything at Disneyland. We usually go to WDW so he was super excited about going to Disneyland.
 
For the ones you rent from Disney you need to be 18. I'm not sure about Disneyland, but Randy's will rent to older teens but must meet with them and make sure they are mature enough to use the scooter.
What about a wheelchair?
 
I don't know of anyone who will rent to a 12 year old. It looks easy, but takes a lot of watching and awareness to drive an ECV. People dart out in front of you, stop suddenly in front of you, don't want to let you into the flow of traffic, etc. I find that I am always watching the others around me and unable to really "take in the sights." I'm sure using a wheelchair would allow him to actually enjoy DL.
Also, there are some rides he can stay in the WC, but would have to transfer from an ECV.
 
DL I understand to be just as easy as WDW in a wheelchair. He won't miss out because of needing a wheelchair. One thing you'll want to find out about though is the position his leg will be in with the cast with a broken knee. If his leg will be extended, I suspect that there will be rides that will be difficult if not impossible to climb/fit in. Hopefully people with DL knowledge will chime in if there are specifics to be aware of. For WDW there are details in the stickies about these kinds of things but I'm not sure at DL.
