Advice needed, please, going with mom w/heart issues

My mom is coming into a small bit of money in the near future. She and my step-dad can't stop talking about wanting to go with the kids to WDW. In particular, she really wants to go while the kids are young enough and while she's still able to do so.
Money/Budget is still an issue. I can think of tons of ways to save money off-site. But, I'm worried about going off site because I'm assuming she's going to need down time during the day to rest and recuperate. She wouldn't be able to get a rental car, though we would.
So, I guess I'm wondering if (a) you think we need to stay onsite, (b) if you've stayed offsite before, can you give me your input? Both on places that worked for you and ones that didn't?
Any other tips/tricks for traveling with someone in "tender health"?

What kind of rest and down time does she need? Does she just need to sit in a nice place for awhile or does she need to lie down?

I have stamina issues myself. I find it very difficult to leave the park and return even if staying on site - lots of walking involved.

Two things that have helped me - renting an ECV so I am not so tired and taking a break at one of the hotel lobbies.

At Magic Kingdom it is quite easy to hop on the monorail to the Grand Floridian and just sit in the lobby for a nice visit or even go have aftenoon tea.

At Epcot it is not too hard just to walk to Beach/Yacht club from the international gateway (or take the boat). Many of the restaurants at MGM have bar areas where you can have a drink (just a coke or tea is fine) and rest or you can take a boat to the Boardwalk area. At AK I love to take the bus over to AKL just because it is so fabulous.

One of my favorite things to do is to visit the hotel lobbies to check out the decor. I am not talking about pool hopping (prohibited).

I've stayed both on and off site. I prefer to be relatively close if I am off site. I like the Lake Buena Vista area.

A condo might be the most economical and comfortable place for all of you to stay.
 
I would second using an ECV if possible. DH has heart and circulatory problems which affect his mobility. On our last trip we stayed off site in villa and most days we drove back and had a rest in the pm.One day in Mk we found the rose garden and he had a rest there so we didn't drive back that day. This was just after Christmas and over New Year. I have since heard that there are rest stations/First Aid stations where you can go and rest which you may want to find out about. Good Luck.
 

I would rent a ECV for her. Going during value time will save you money. You may be limited to where you can stay because you have 3 kids. I am going to PM you.
