Adults eating off the Kids Menu

I know at Blue Bayou it isn't allowed but is it allowed at other restaurants?

In sit down restaurants, the "double/double rule" applies. Counter service, it doesn't matter.

How ever we found that at counter service cafes you can order any size for either adult or child , they don't know who you are ordering for and some of the kids meal sizes can easily do an adult

May I suggest eating off of a plate instead? Believe you me, it is far better in comparison to paper, I speak from experience.
