ADR - what time can I call?

Getting close to my 60 days...

Can I make ADRs for DL online or only by phone? If by phone, what time do the lines open (I am Eastern Time Zone).

You can call Disney dining at (714) 781-DINE (3463) from 8:00am to 9:00pm Pacific Time.

And there is also an E-mail option that started this month (dine@disneyland.com).
(DLR doesn't have an online reservation system like WDW.)
