Yes you can make a dining reservation for as many as you like. You do not need to have them in your MDE.

Yes and no. You can make an ADR for however many people you want and you don't have to link any other guests to the ADR (can leave them blank).

Anyone can make a dining reservation and for however many people you'd like and no they do not have to be in your family and friends list.

Agree with above answers. Just remember that as the number of guests increases, so does the difficulty of getting an ADR for that size.
