Adobe PhotoShop or Corel PaintShop Photo Pro?

Looking for reviews and advice. I want to get a good photo editing software and am torn between PhotoShop Elements 8 ($69.99) and PaintShop Photo Pro X3 ($59.99).

The prices are similar but I can't tell from the websites which one has the best features. I would use it for digital scrapbooking, editing photos and for making fun designs for t-shirts etc. I also would possibly print some photos for display at home and school.

What programs do you all use and what are the best features?
 
I don't know anything about Paint Shop Pro but what I do know is that Photoshop is the namebrand, top, photo editing software. I don't believe it has a photobook option unless you just meant using it to edit photos for your digital albums. I only use Photoshop, absolutly love it. As for specific tools I use, I don't know if they are universal tools that would be on any program, but I've restored my grandmothers old photos (removing large creases in the photos, fixing the lighting) using the rubber stamp tool, dodge and burn tools, etc...hmmm...I use a lot of random tools on it...I wonder if anyone here has used paint shop pro?
