Not an expert on this but, I think it depends on how old the ticket is. You may have to turn in the old one and have it replaced by the new type of ticket if the old was was issued before the new system was put in place. If that is the case you should be able to add PH to it at the time of the reissue. If it is just a couple of years old, then you can use the old one as is, but, you can add PH at anytime AFAIK.
If a ticket is eligible for upgrade, it does not have to be used before the upgrade.
(You CAN use it to enter a park, but that will not affect the price nor the ability to do the upgrade.)

I think that if it was 2006 all it would need is to be exchanged for a new one that works with the system. I know I had to do that once. No big deal just went to one of the ticket booths on the way in, it took about 4 minutes tops and I was on my way. I had been able to reserve FP's on the number of my original ticket. The information just transferred to my new ticket. Not really direct to the new one, but, to my account and my new ticket has access to my account.No hassle at all.
