You can't eat them warm from the oven. Let them cool waaaaaaaaay down. Preferably for a whole day. Then the chips will solidify again and have that nice "bite" to them.
I heard if you flour them before you put them in they will not sink to the bottom. I do this for my Chocolate chip cookies too. Maybe that will help. I have used brownie mixes with chips in them and they don't melt.
You drop them on top about 2/3 of the way through baking, when the top has a slight skin on it. They sink into the skin, melt a bit, then harden up afterwards.

Can't give you an answer, the chips never make it to the brownies For some reason the cup of them is full when I start baking but empty when I turn around to put them in the brownies............bad thing is, I live ALONE so I can't blame it on anyone
