Adding 1 night to AP rate?

I am trying to add one night to my AP rate and when I called, I was told FQ is not available. So I had to book one night at CBR and two nights at FQ. However, When I look online FQ it is available for the one night I need. Does it have to do with the rate?

just because its available doesnt mean its available with an ap rate
