Maybe. I don't consider walking through the woods or on a paved path "hiking".

no one on this thread said walking on a paved path was hiking. I am frequently on trails in the woods. I wear boots and take my sticks, water, snacks, raincoat, etc. The hiking areas I go to in the eastern US are not ones I would call dangerous mountain trails. That does not mean it is not hiking.

I believe hikes can be on pavement. One of my favorites is the Mist Trail in Yosemite. About the first 2/3 on is pavement, but then variously dirt and stone slaps. My hikes have been on all sorts of surfaces including sandstone and other forms of rock.
