? about rules of the road with Mail trucks

Can someone please tell me what the rules of the road are for mailmen deliverving mail on the sides of the road (the right side) of a 2 lane road while you're driving?

I can't tell you how many times I start passing one, then they put their van into drive and start driving full speed, and i'm forced to drive into the opposite lane of traffic while trying to pass one. Do they have the right of way even if they're stopped and start again?
 
They technically don't have the right of way ever since they are not a government agency anymore.
 
I don't think the law was ever changed, actually, despite their no longer being part of the government.
 
I don't know the official rule, but my unofficial rule is that if you pull out in front of me without looking and I hit you, it's not gonna be my fault!!!!!
 

Actually, regardless of the law, regardless of who you hit, if you hit someone from behind, even if they pulled out in front of you, it'll always be resolved such that you're at least mostly, if not completely, at fault. I suspect the percentage would be higher if you hit the back of a truck that has yellow flashing lights on it. ;)
