We go every year to WDW and when my daughter turned 16 we took her to the bibbity bobbity boutique at Downtown Disney. We had a blast. She had her makeup and hair done only and it was around $50.00 and they have a photographer there from WDW who takes pics and will add them to the free photo pass. You do not have to buy them but you can look at them online and share them with friends when you get home. The makeover is so much fun and they treat the girls like princesses no matter what the age. They get a banner too and a crown. We purchased a crown before we left home that was more heavy duty though. She loved it and I loved watching it. Also, eating at Rain Forest at Downtown Disney is so much fun for the teens too. Just something different than the usual Disney stuff.
