The scenario:

Florida Resident Seasonal Passholders
Exprires 11/26/15. (Trip is planned for that week)
2dy park hopper (not used)
Another trip planned for NYE weekend (during seasonal blackout dates)

Best options for renewal? Annual Pass or Seasonal Pass, purchase tickets as needed during blackouts? Can I renew a seasonal for regular annual?

1. Your choice. (Having a full AP tends to "call to" guests to return more often.)

2. Yes. You can "change" the type of AP at renewal time at a renewal price (for that new AP.)
 
Best option depends on what is planned for after the NYE weekend. If you're not sure of what trips you'll be making it might be better to just use the 2-day hopper for the weekend. If you'll definitely go at least enough days to make some annual pass worthwhile, I'd do the annual. The difference in cost between the annual and the season is close to a 2-day hopper cost. And if you drive and park, you'll get free parking.

This assumes that at some point in the future you'll have reason to use the hopper when you don't have an AP.
What this comes down to is that what is best depends on number and timing of your post-NYE trips.
