$95 Charge for non DVC hotels in Florida

I know I am a little behind the times in noticing that DVC now charges the $95maintanance fee for stays at non DVC resorts in Florida. Did this start when RCI took over? Just curious why. I do remember the good old days when you could stay at any Florida Disney resort on points without that fee.
