On a budget with this ....child reward in classroom,token reward system,,,special needs--behaviour reward.....(child is a girl).
looking for ideas

:card stock
:stickers

I'm not sure if i'm correct in understanding that you want ideas of items to include in this craft box that a student could choose from? If that is the case:

Small notebooks with fun prints/colors on the front
colored pencils or crayons
play-doh
packets of beads and string to make necklaces/bracelets/etc
possibly a coloring book if it doesn't seem to "childish"
fun erasers in different shapes/colors

Dollar store craft kits
ink pad & stamps to use it with
pipe cleaners--maybe use with beads depending on child's fine motor skills

Simple foam craft kits (the sort of thing you find at Oriental Trading)
Markers, Colored Pencils, Crayons (my DD would have picked these first over other craft items, since she likes to draw constantly)
Smencils
Paper punches
Yarn
Friendship Bracelet thread/directions
Craft (aka popsicle) sticks
Cheap wood frames (paintable, etc.)
Washable paints (watercolors, finger paints)
Those little plaster figures you can paint
Silly straws (ok, this isn't a craft supply - but watching the milk move through the straw can be as fun as a craft!)
Perler beads and templates
Sidewalk Chalk
Madlibs (ok, again, not a craft but still an activity!)
Kinetic sand (the Barnes and Noble by me has small containers for $2)
Mini magna-doodle
Magnifying glass
Silly putty
Small paint by number sets
Dot to dot books
Word search books (yeah, I'm back more to activities than crafts with that one!)
Window markers
Target sometimes has mini plant kits, with a small pot and seeds

Michael's would be a great place to look. They have lots of things for $1, and often have coupons for 20-30% off total purchase. I've seen perler bead kits, foam crafts, stickers, notebooks, wooden masks/ornaments to color, etc. They have Halloween, Thanksgiving and Christmas all in the store right now.

I was just thinking michaels in the $1 rack area/cheaper area (near the registers). There are usually ink pads/stamps, letters, cards, pens, etc...
 
I always had to think outside the box. But that is a whole different thing. But if you are looking for things, and need things. If you have other family members or families you are friendly you can maybe do a trade with things you don't need or want for trading. Share ideas to brain storm with other moms as well.

Mom's can always come up with so much fun ideas as well that can be for free.
