If it's the one I saw a few weeks ago, it talks about people buying used passes at roadside stands in Fla. that don't actually have any days left. The poor families are turned away at the gate and they have no $$ to buy real passes! Since the passes also specify that they are not transferrable if somehow the CM knew that they were secondhand they could turn them away even if they had days left. I think that was all that was discussed.
