If I choose TSM as my Tier 1 FP+ attraction at DHS and use or "skip" or "tap in" to both Tier 2s, can I book the same Tier 1 TSM as my 4th FP+?

I'd suggest, if you can, planning your Tier 2s BEFORE your Tier 1 (if possible).
This way, as soon as you walk on to your Tier 1 you can try book your 4th.

I was trying to see why that would matter, and I guess you are saying that if you wanted to ride that SAME Tier 1 attraction AGAIN, then it might mean less walking. But, the chance of you being able to get another FP for that attraction “immediately” would be very slight. Otherwise, the booking (use) order of your first three FPs would not be very important.

But it would mean you would be able to look for that fourth fp right away instead of having to wait at least two hours to burn those additional fp right? Unless you do refresh, but then you are still waiting for those times to at least tap in before making a fourth.

You must first USE (or, at least scan) all 3 original FPs before you can book any additional choices.

I don't believe that's what PP means
PP means book those throw away FP earlier, as early as possible, so you can get to the Tier 1 ride, and start looking for another Tier 1 ride, as early as possible. That as soon as you tap in on the Tier 1 ride, while walking through the queue, you can start to book the 4th FP

We did this on our trip for opening of GE
We booked our tier 2 rides for the moment the park opened for FP usage, hours before we even got up. We didn't even walk over to the park till time to use our 3rd FP. As soon as we entered the queue we were booking a 4th (tier 1) FP

But that is not as early as possible; that is at least two hours after park opening. The earliest possible option is as follows: Book and ride tier 1 FP first. As soon as you tap in to the tier 1 FP, move up your second and third "burner" reservations by one hour each. After riding, tap into your first tier 2 FP. Immediately move up the third and go tap into it. THEN book your repeat tier 1.

If you want to get rid of the first 3 FP+ as quickly as possible, I think it makes the most sense to book the tier 1 first and the tier 2s second because it will probably be easier to bring up the tier 2 FPs, especially if the tier 1 is a more popular one like FEA, SDD, or FOP (all of which are tier 1 FPs).

Yea, verily yea!

Yep, this is my plan for our trip. We are booking 2x tier 2 for when we aren't in the park. We are getting there later, so might not have good luck for another tier 1, but here's hoping!

CAUTION:
It has been problematic for some guests who have not "scanned in" at the FP attractions they have booked during their scheduled "FP windows" (and either have ridden or not actually ridden the attraction.)
The GLITCHY SYSTEM sometimes does not drop off those "unused and un-scanned" FPs, so the
(would be) "4th FP" cannot be scheduled.

I hope everything works correctly on your FP day(s,) but you never know.

Yes, I have read some reports of this. It's never been a problem for us, in the past, but we'll see!

I don't see where it really matters what order. You want the 3 FPs booked as early as possible. the order makes no difference. You must use all 3 before you can book a 4th.
I would book the tier 1 as early as possible and then book the tier 2 as close to it as possible.
I would also suggest tapping in on a FP that you want to burn and not use. While not frequent, we have had issues with a FP not clearing when it expired and wasn't used.

I have had the issue with "expired" FP not clearing many times, so now I just scan in.

And I agree that the order doesn't matter, but the Tier 2s are usually easier to modify earlier once the previous FP has been scanned, to be able to clear them faster.

This is what I plan on doing since we probably wont get there at park opening. I'll let my first 2 expire before we even enter the park.

For those of you with issues doing this, how was it resolved? Did you have to go in and book the same amount of FP you let expire, and then use them?

Letting them expire before you get to the park should work. Last time we went, a couple family members missed the Nemo Fastpass and we all still got a 4th FP+ for Test Track. Some of my family is going next month and one day they’re going to Universal the majority of the day and spending the last couple hours in Epcot and so I got a Fastpass for them for the Disney Pixar Short Film Festival at the beginning of the day and then Mission Space and Soarin’ towards the end of the day.

Letting them expire before you get to the park should work.

"Should" being the operative word. The few times I tried, the expired FP did not clear, so I had to go in and cancel them, or one time I went to a kiosk and asked the cast member to do so.

Since then, I just work it out so I can at least scan in to use/clear them. I modify to move times closer; it's easy with certain attractions.

I don't want to run around and scan in FP I am not using.
It makes no sense for me to book those after my Tier 1 FP since then I'd have to wait around an hour for each of them. Not to mention, how do you know 100% you can move them up. Maybe you can't. Then what, other than having to run around and let them expire.
I have let them expire many many times, as recent as 2 weeks ago. Never stopped me from booking more. They expired just like they are supposed to. We do this at Epcot too. 2 parks, expired passes over a 100 days, no issues. I'm thinking it's not a problem. The only time it may be an issue is if a ride is down and the FP converts to an anytime, then you do have issues with tiers. This is fixed at GS though
We don't rope drop so who cares if I can't book the next tier 1 till hour 2, I'm going to be in bed asleep while those FP come and go. I have no desire for a FP at 8:00, or 9:00. So those are the ones I book and let expire. My first FP is at 10:00 and we wander to the park at 10:30, 10:45
I'm not changing what's been working

I'm happy that it has worked fine for you, @AngiTN. I also wouldn't change if it has been working.

But this has been an issue for me and for many others. I can speak for at least myself that I am extremely familiar with the vagaries of FP and MDE, and know how to optimize my experience with it. I have no explanation why you have not had problems and others have.

I have NEVER had a problem moving FP up, if I choose the "right" ones. It's not a big deal. I can book and scan for Little Mermaid, as an example, then quickly modify Disney Jr. to scan immediately. Walk 20 yards across the courtyard. Done.
