4 Month Rule Question....

The four month rule states that you cannot book and travel to the disney collection during the last four months of a UY.

Does this mean that, within the last four months, you cannot make a reservation AND travel to one of the disney collection resorts all within those four months....

OR

Does that mean you are not permitted to make a reservation OR travel (i.e., make a reservation well before the 4 month window, and travel within the last 4 months) in that time period?

Any clarification would be greatly appreciated.
