They are offering a 4 day base ticket...

not really even a 4 day base ticket. you have to go to each of the 4 parks.

does anyone know if you are able to add park hopping

Yes, that is specified in the offer. You get credit for the exact amount you paid for it.

The offer specifically lists it as a possibility, but there is no benefit to be gained other than spreading out the payment, I guess.
