When I was more in the habit of using my SLRs, I would sometimes have the film developed receiving bot prints and a CD-ROM with the images saved.

Anyone have any idea what the quality of those digital images would be (assuming a good quality shot in the first place)?

What is the horizontal by vertical pixel count (not the file size) on the pictures on the CD?

I would say that 1800x1200 or 1600x1200 (2 megapixel digital camera equivalent) should be enough for a 6x4 print although twice the dimensions or 8 MP equivalent would be needed for a 12x8 or 10x8 print.

In terms of overall sharpness you would have to examine the digital picture and compare it with the negative.

You need a scanner specifically designed for negatives if you want to scan the pictures yourself.

If they were the original Kodak PhotoCDs (which later became PictureCDs, with, IIRC, a lower cost and lower quality), they are superb. I have a pile of PhotoCDs from back in the day and the quality is stellar, the size goes up to 3072x2048, which is just over 6mp in digital camera terms.

Other than that, it's hard to say as I think it all depends on the place making the CDs.
