Pandora started development a year after Hogsmeade opened. Disney saw the success of Potter and said we need one of those ASAP. Pandora needs more rides. Maybe a family coaster and something else from the new movie(s).

It has an expansion pad I believe. They are currently developing an Avatar ride for California Adventure - maybe that could come over (assuming it's not a clone of FOP, but I don't think it's supposed to be).
