$25 Gift Exchange Ideas needed

We do a $25 'Dirty Santa' gift at my gma's house each year. I need a great idea & I can't come up with anything. My DH is bringing an emergency flashlight/weather radio/siren that he bought on sale on BF. I want something that's useful & practical, but fun. Any great ideas?

BTW- I thought that a 'bathroom basket' would be fun. I'd put in a couple rolls of toilet paper, a magazine, a handheld electronic game, & maybe something else. DH thinks this is a dumb idea though.

Also...a couple family members recently lost their jobs, so I'd like something that could really help them out w/o it seeming like I'm trying to help them, kwim?
 
We had a $25 Secret Santa at my old job and I got the same guy every year. He always wanted a Blockbuster gift card... and that's what I got him.
 
I did a "gift card wallet" for my nephew one year. It was the ugliest wallet I could find at the dollar store, and then gift cards for a bunch of different places. Since you're limited to $25, you could do $5 at McDonalds, $5 at Starbucks, $5 at a pizza place, etc, up to $25.

A bottle of nice booze is always a hit at my family's grabbag. If you want to be practical - a gift card to a popular store or mall. Or put together a "popcorn/movie night" basket - pick up a funny movie or two cheap, Target and Walmart both have $5 sections. add popcorn, boxes of movie candy and put it all in a big bowl.

My girlfriends and I do that every year - stuff a stocking with $20 worth of gifts....I like the bathroom idea - that's very clever. Also gift cards - Blockbuster is a great idea - restaurants are nice, too. You can get those at Walmart.

Lots of themes work too - kitchen gadgets, cold weather[mittens/scarves/lotion/hot chocolate] - fun and practical

And places like TJ Maxx and Marshalls are great for that sort of thing.
