I would suggest Costco if you have a membership or know someone with a membership. They charge like .12 each, but have a high quality of paper and ink which makes the pictures look nicer and last longer...

I had some of ours done at King Soopers, for like .10 or so each, they were alright, but the Costco ones are much nicer!

On Tuesday's and Wednesday's Ritz Camera has prints for .05 each. They are 3 1/2 x 5 1/2 glossy same day prints pick up in store only. Also try your local supermarket online.
 
I get most of mine done at Walgreens when they run the 10 cent specials. Then I pick them up in the store so I don't have to worry about shipping.
 

Snapfish is who I use. I can get them for .09 each by mail. When you open a new account, they typically give you 20 complimentary photos. At least if you get an invitation from a registered member. Oh, one more thing about snapfish. I have had an account for a few years and every photo that I have ever uploaded to my account is safely stored there. That may not be a big deal, but I recently realised how greateful I was to have such a back up.

For any of you who heard the national news about the firestorms in Oklahoma last month, my family was within 40 yards of having our homes destroyed. Our small addition had twenty four homes built here. We have twelve left. When they evacuated us, I was sitting at a church parking lot about two miles away thinking about all sorts of things. My photos being stored at snapfish was one of my blessings. Thankfully the fire department took up a stand in our yard, and we only had a bit of smoke and heat damage. But it sure makes you think about what is important!! Even though I didn't have to use it, I am glad I had my photos backed up.

For that volume why not invest in a good printer and do them yourself?
 
Walgreens. You might have to wait a couple weeks for a good sale (usually .10/each on sale). They just had this last couple of weeks. The prints come out great.
