as you may know, free dining is offered to disney's UK visitors much earlier than to everyone else...
the free dining offer for 2009 has just gone up on the disney world UK website. http://wdtc.disneyinternational.com/Special-Offers.asp?ID=7
This seems to answer the question as to whether disney would switch to the quick service dining plan for free dining in 2009.
At least for Brits, disney is offering the quick service plan for free dining if you stay at the moderates, and the regular plan (with table service) for free dining if you stay at a deluxe resort.
The following is from the disney UK website:

Book now - offer ends 4th November!
Book five nights or more at a selected Disney Resort for arrivals between 2nd August - 3rd October 2009, and you'll receive free dining for the duration of your stay for everyone in your party.
- Opt for a Disney Moderate Resort and receive a Disney Quick (Counter) Service Dining Plan for FREE
- Opt for a Disney Deluxe Resort and receive a Disney Dining Service Plan for FREE
This fantastic offer is only available for bookings made on or before 4th November 2008.
what's also interesting is that it's for a very long period - from august 2 to october 3rd....much longer than what they usually offer.
so this may be the answer - then again, what they offer in the UK isn't necessarily what they'll offer in the US (e.g., in the UK they never offer the value resorts for free dining - while in the US they do)...
but it gives an idea of what the US offer might be....i'm guessing they'll offer counter service for free with the values and moderates and maybe the regular plan with the deluxes (or maybe they won't offer that at all - just the quick service).
i suppose we'll have to wait for next april to find out what they have in mind for the rest of us...
