Can someone tell me what it means by "Only available at the Epcot Flower & Garden Festival Merchandise Station? Does that mean you can only get the pins at Epcot?

Yes, that has always been true of any EPCOT event (Flower and Garden, Wine and Food, Candlelight Processional). You can only buy them at specific locations within EPCOT.
