There are several things. Remember that
DVC is a financial commitment, you will have annual dues/fees for the remainder of your membership. As far as location (SSR vs other DVC resorts), every DVC resort has positives and negatives, and are popular for their own reasons. If SSR is th location where you want to spend most of your Disney vacation, as opposed to "hotel" style DVCs, like BCV, BWV & VWL, that is where you should buy. SSR also has the advantage of the additonal 12 years of ownership over the other existing DVC resorts.
If however, you think you'd want to stay at a different DVC resort on a regular basis, I would consider purchasing there for the 11/7 month reservation priority window. Personally, I prefer the "condo" style resorts (OKW & SSR), so if I were buying today, I would probably by SSR.
Resales, through brokers like the Timeshare Store, can save you $$$ over buying directly from Disney, especially for older DVC resorts...but resale also has the disadvantage of taking more time, to clear Disney's Right of First Refusal, and the possibility of delayed closing, if the current owner is slow in returning documents, etc. It used to be that it was harder to finance a resale, but I understand the the Timeshare Store has a financing company they work with, so that concern is probably a wash.
