Essentially, no. Subpoenas do not travel across state lines (unless you are in Federal court). Usually, the side that wants to obtain testimony from a person out of state will have to go where that person lives and take a deposition. Of course, I have been out of the private practive of law for 20 years, so my knowledge may be obsolete. Yet our state courts simply have no enforcement ability in other states.

Unless its a federal subpoena - No. Subpoenas are only good in the state they are issued in.

Also, in most states the minor's parent or guardian would need to be served, not the minor.

Are they still in Washington right now? I'm a little confused about which state the court is in and which state they are in...sorry. Have they contacted the prosecutor's office about the situation? I'm curious because my nine year old daughter and her friend had a direct connection with a criminal case here about ten years ago, and they never had to appear in court at all. They were interviewed on video with a child advocate present (and us there behind one-way glass) and nothing further was ever required of them. The court just used the video.
